Board of Directors

The City of San Diego created the San Diego Data Processing Corporation in 1979 as a 501(c) (3) nonprofit public benefit corporation. The Corporation is governed by a Board of Directors who are appointed by the Mayor and confirmed by the City Council.

Reed Vickerman - Chair
Reed Vickerman - Board Chair, SDDPCReed Vickerman is the Chair of the Board of Directors. He was appointed in April 2008. Vice President, Corporate Operations at Amylin Pharmaceuticals, Inc., Mr. Vickerman has over 25 years of corporate leadership experience in Operations, Information Technology, Facilities, Real Estate, Finance and Community Affairs, including biotech; pharmaceuticals; medical devices; aerospace; computing and telecommunications equipment; and management consulting.
Chris Goodman
Chris Goodman - Board member, SDDPCChris Goodman was appointed to the Board in November 2009. He is a CPA licensed in California and Kentucky with over 14 years of experience in providing finance, accounting, tax and auditing services. Mr. Goodman has worked for Sony Electronics, Inc., a $10 billion electronics sales and manufacturing company, since 2007 and most recently as Vice President of Finance. In this role, Mr. Goodman oversees the Account Service Center, shared service finance and accounting function that includes the corporation's portfolio of accounting processes, including projects designed to streamline accounting functions and manage outsourced activities. He previously managed the controllership function for the company's IT organization and Financial Compliance and Control group. Mr. Goodman's career also includes serving as Director with the Risk Advisory Services practice of KPMG, LLP in Los Angeles, California. Mr. Goodman received his MBA from the University of Southern California and received his BS in Accounting from the University of Kentucky.
Naresh Lachmandas
Naresh Lachmandas - Board member, SDDPCNaresh Lachmandas was appointed to the Board in September 2009. In his leadership role as the CIO for the City of San Diego, Naresh Lachmandas, is responsible for IT Strategy, Governance, aligning enterprise applications with the City's strategic goals, Applications Portfolio & Roadmap, and oversight of the City's IT operations. Mr. Lachmandas is also Vice Chair of the City's IT Business Leadership Group. Prior to that, Mr. Lachmandas was Vice President of IT for Sony Electronics Inc., responsible for supporting their ERP Platforms for Sales & Distribution, Logistics, Supply Chain Planning, Manufacturing and Finance solutions. He is a highly experienced IT executive with over 27 years of experience driving infrastructure change within diverse industries, including consumer electronics, manufacturing, distribution, medical services and now in the public sector domain as well. He is a Supply Chain subject matter expert. Mr. Lachmandas is involved with a number of several professional organizations, including CIO Roundtable in San Diego, ASUG, TiE San Diego, San Diego Software Industry Council, IAOP, and the newly formed San Diego-based Industry Consortium on Competitiveness and Globalization.
Gary Perlmutter
Gary Perlmutter - Board Member, SDDPCGary Perlmutter was appointed to the Board in February 2009. Senior Commercial Counsel (Technology and Outsourcing) at Sempra Energy, Mr. Perlmutter has been a senior transactional attorney and is a key member of the senior management committee for all major infrastructure technology initiatives. He serves as lead attorney, supervising other attorneys and/or directly handling all strategic outsourcing transactions and key business processes.
Steve Romeo
Steve Romeo joined the Board in September 2009. He is an IT leader with a passion for blending technology with business opportunity to achieve exceptional results. Mr. Romeo's experience ranges from manufacturing IT leadership to defense information systems management. In his current role, Mr. Romeo is the Vice President of IT for Breg/Orthofix, a medical device manufacturer located in San Diego. He is involved with a number of professional organizations, including the CIO Roundtable of San Diego, the Oracle Application User Group and the Association of IT Professionals. Mr. Romeo was recognized as one of the first Oracle ACE Directors in 2007, as San Diego Technology Executive of the Year in 2008, and a Computerworld Premier 100 IT Leader in 2009. As an Oracle ACE Director, Mr. Romeo has led the deployment of Oracle ERP five times in North America and Europe and speaks frequently on the subject of large-scale ERP implementations for user groups, industry panels and Oracle's various conferences. He also contributes to the Cal State San Marcos MIS Department.
Alex Ruiz
Alex Ruiz - Board member, SDDPCAlex Ruiz was appointed to the Board in September 2008. He currently serves as Interim Director of the City of San Diego's Public Utilities Department. In that capacity, Mr. Ruiz manages an operating budget of over $750 million and 1600+ staff members. The Public Utilities Department is one of the city's largest users of information technology, accounting for $33 million in IT expenditures annually.
Ken Whitfield
Ken Whitfield - Board member, SDDPCKen Whitfield was appointed to the Board in June 2010. He is a CPA licensed in California with over 25 years of experience in financial management. He currently serves as the Comptroller for the City of San Diego. Prior to working with the City of San Diego he worked as the CFO for California State University, Stanislaus, MedicAlert International and Telmar Network Technology. Mr. Whitfield has a diverse background in a variety of industries including biomedical manufacturing, medical services, transportation, telecommunications, education and financial management consulting. Areas of specialty experience have included several ERP implementations, Sarbanes Oxley internal control implementations, business acquisitions and financial operation restructuring projects. Mr. Whitfield received his MBA from California State University, Fullerton, and received his BS in Finance from San Diego State University.

Legal Counsel

Don Del Rio
Don Del Rio has been the Corporation's Corporate Counsel for the past seven years. He is licensed to practice law in California, Illinois, Washington and Colorado with over 20 years of experience in providing in-house legal advice and counsel. Mr. Del Rio received his JD from the University of California at Davis. He received his MBA from the University of Notre Dame and his BA from the University of California at Los Angeles.
